Seaports are critical components of the nation's infrastructure system, acting as vital 'hubs' that connect Australia to regional and global supply chains. The significance of seaports is emphasised by the recent National Ports Strategy, which states that 'ports and associated infrastructure are of the utmost economic and social importance to Australia's (Infrastructure Australia 2011, p.6), as framed by an overarching aim to 'drive the development of efficient, sustainable ports and related freight logistics that together balance the needs of a growing Australian communicy and economy with the quality of life aspirations of the Australian people' (Infrastructure Australia 2011, p.7).
