CONCLUSION - This chapter has sought to reveal the main features of a social support system that is largely invisible and unknown to many Australians. It has shown that the provision of ER is a nation-wide undertaking supported by Commonwealth, State, and Territory governments ... Findings from a survey of ER providers in Melbourne, however, revealed that the amount of government supplied funds was insufficient and restrictive.
