The constaints low-income communities face in building adequate housing, particulary in the developing world, are often formidable and intractable , deeply linked to political and economic order as well as to social structure. In this paper these constraints are discussed and some of the approaches to redress them as reviewed. The principle methodological tool is a review of relevant literature.
