Higher education reform in Thailand: Global factors and local situations

This paper identifies key issues in higher education reform in Thailand during the post-economic crisis period (1997 to 2007). Key reform policies in teaching and learning, finance, human resource, research, and administration are the focal points of discussion in this paper. By examining governmental policies, educational law, and strategies from the Thai Ministry of Education, it is found that the reform has been obstructed by a number of governmental structures such as staffing issues, budget, consistency in policy and leadership
