The demands on Infrastructure services for Melbourne has been constantly increasing causing significant congestion within all main Infrastructure services. Rapid urbanisation in Australia is straining the public sector's ability to provide essential Infrastructure services. Although some progress is made in extending power, water, telecommunications, transportation and waste collection services, the delivery of these services lags far behind the needs, and the quality of some services remains poor.
