The challenges and opportunities presented by urbanization are motivations to both promote and strengthen urban policy. Effective planning of urban development, coordinated through national urban policy, provides a basis for ameliorating the effects of economic disadvantage, climate change and sustainability, and can promote a more equitable and inclusive society. The economic benefits of agglomeration, where productivity increases through the close interaction of people, business and institutions and infrastructure, can overcome the disadvantages of large cities, such as congestion and pollution, through sound urban policy. Along with the rapid rate of urbanization over much of the world in recent decades, these insights provide the basis for UN-Habitat’s National Urban Policy Programme.
