Hidden Histories: A Public Art and Spaces Strategy (HHPASS) is a key initiative of the Warrnambool City Centre Revitalisation - The Structure Plan. The HHPASS is the out come of a deep engagement with the great place-making stories of the Warrnambool community. These stories represent a unique identity and offer a creative template that can guide a public art commissioning policy. The HHPASS offers a bridge between public art and urban revitalization, and recommends the longterm alignment of these Council responsibilities in future planning and public art policy.
