The Whittlesea Youth Commitment (WYC) was established in 1998. The history and evolution of the Whittlesea
Youth Commitment is well researched and documented (Badenhorst, 2010; Kellock, 2001; Spierings, 2000). It
aims to provide an early intervention strategy designed to enhance opportunities for young people to live and
work in a healthy and prosperous community within the City of Whittlesea. Currently, the Whittlesea Youth
Commitment is a major place-based collaboration of the Hume Whittlesea Local Learning and Employment
Network (HWLLEN) and is linked to key outcomes within the LLEN¿s Strategic Plan for 2010/2013. The Hume
Whittlesea Local Learning and Employment Network contracted the Northern Partnerships Unit, the School of
Education at RMIT University, to evaluate the effectiveness of the Whittlesea Youth Commitment. This report is
a summary of the findings of the evaluation. A separate report has also been compiled for the Hume Youth
Commitment.
