This review of the draft reform Residential Tenancies and Residential Tenancies (Rooming House Standards) Amendment (Minimum Energy Efficiency and Safety Standards) Regulations 2024 was primarily guided by the criteria of policy evaluation and energy justice. We consider effectiveness, clarity, technical feasibility, flexibility, alignment with other policies and goals and stakeholder acceptability and presented detailed recommendations in response to the Consultation questions.
